PTA Blocked Phone: How to Check and Unblock It Legally
To unblock a PTA blocked phone, first find out why it was blocked by sending its IMEI to 8484. A genuine Non PTA phone that lost service after 60 days is unblocked by registering it on DIRBS and paying the PTA tax. A phone blocked after a lost or stolen report is unblocked only by the person who reported it, through PTA's complaint system. A phone with a fake or cloned IMEI cannot be unblocked legally.

PTA block mobile check: find out what is blocked
Start by checking the phone, not guessing: - Dial *#06# and note every IMEI - SMS each IMEI to 8484, or check it on dirbs.pta.gov.pk or the DVS app - Put your SIM in another phone. If the SIM works there, the problem is the handset, not the SIM
The reply tells you which group you are in. 'Valid but not registered' or 'non-compliant, register within time' means a genuine Non PTA phone. 'Invalid', 'duplicate' or 'blocked/reported' points to an IMEI problem or a lost or stolen report. How to check PTA status (How to Check PTA Status of Any Mobile Phone) explains the replies in detail.

Cause 1: Non PTA phone with no service after 60 days
This is by far the most common case. A genuine Non PTA phone works with a Pakistani SIM for 60 days from first use. After that, DIRBS blocks it from network use and the screen shows 'No service' or 'Emergency calls only'. Wi-Fi, the camera and every app still work.
The fix is simple and legal: - Apply on DIRBS or with *8484# using your CNIC (or passport if you qualify) - Pay the PSID amount within 7 days - Wait for Approved, then restart the phone
Note that the tax exemption for travellers does not apply once the phone has been active for more than 60 days. You register through the normal paid route. The steps are in how to pay PTA tax online (How to Pay PTA Tax Online with Your PSID).
One catch on dual SIM phones: each slot has its own IMEI. If you register only one, the other slot stays blocked once its 60 days end. Register every IMEI you plan to use, including the eSIM IMEI on newer iPhones, or keep your main SIM in the registered slot.
Cause 2: Phone reported lost or stolen
When a phone is reported lost or stolen, PTA blocks its IMEIs on every network. If it is your own phone and it has been found, the unblock request must come from the person who filed the report: - Lodge a complaint on PTA's complaint management system (CMS) under 'Stolen Mobile Handset / IMEI Related Complaint', choosing unblocking of IMEI - Give the earlier CMS complaint number, your CNIC and the OTP sent to you
If you bought a used phone and it turns out to be reported stolen, the seller cannot fix this, and no shop can either. The honest route is to go back to the seller and to the police. Never pay anyone who offers to 'clear' a stolen report. See how to check if a phone is stolen (How to Check if a Phone Is Stolen in Pakistan) before buying used.
Cause 3: Duplicate or cloned IMEI
A duplicate IMEI is one found on two or more devices. That includes cheap phones that use the same IMEI on both SIM slots. Cloning is copying one phone's IMEI onto another. PTA blocks these because they hide a device's identity.
The only option PTA offers here is pairing. After checking that the device is genuine, it pairs the duplicate or cloned IMEI with specific SIM numbers (up to five), so only those SIMs work in it. Full unblocking for all local SIMs is not offered. This is why a 'PTA approved' phone from the used market can suddenly stop working: its IMEI was copied or tampered with. IMEI tampering is an offence under PECA 2016.
Phone block vs SIM block: they are different
People often say 'PTA ne block kar diya' for two separate things: - Phone (IMEI) block: the handset will not take any Pakistani SIM, but your SIM works fine in another phone. This is a DIRBS issue. - SIM block: the SIM will not work in any phone. This is a SIM registration issue handled by your mobile operator under PTA rules.
SIMs are usually blocked when biometric verification was not completed, when the SIM is on an expired or someone else's CNIC, when a CNIC has more SIMs than the allowed limit, or on a government order. To see which SIMs are on your CNIC, send your CNIC number to 668. To unblock, visit your operator's franchise with your original CNIC and complete biometric verification.
What to do if your phone is lost or stolen
Act quickly to protect your data and stop misuse: - Block your SIM through your operator's helpline and get a duplicate SIM on the same number - Report to the police and get an FIR or report number. In Karachi, CPLC also helps with stolen phone reports - Lodge a complaint on PTA's CMS under 'Stolen Mobile Handset / IMEI Related Complaint' with the IMEIs, last numbers used, phone details and FIR number, so the IMEI is blocked - Erase or lock the phone remotely through Find My (iPhone) or Find My Device (Android), and change your banking and email passwords
Keep the box or bill. It is the easiest place to find the IMEI if the phone is gone.
Phone block ho gaya kaise khulega? (Roman Urdu)
Pehle IMEI 8484 par SMS karke wajah maloom karein: - Non PTA phone aur 60 din guzar gaye: DIRBS par apply karein, PSID pay karein, phone khul jayega - Chori ki report: sirf report karne wala PTA complaint portal par unblock ki request de sakta hai - Duplicate ya clone IMEI: PTA sirf pairing deta hai, mukammal unblock nahi - SIM band hai, phone nahi: franchise jayein aur biometric karwayein
IMEI kaise block kare? Phone chori ho jaye to police report karwa kar PTA ke complaint portal par IMEI block ki darkhwast dein.
Avoid 'unblock' and 'patch' offers
Markets and social media are full of offers to unblock any phone, change the IMEI or 'patch' it for a small fee. These are illegal and do not last. PTA keeps finding tampered IMEIs and blocking them, often after the buyer has paid twice. A patched phone also loses its resale value, and the owner can face legal trouble.
The safe approach is to buy phones with original, valid IMEIs and to check them yourself on 8484. Every phone we sell is Non PTA or Non Custom box pack (every iPhone is slightly used with 100% battery health) with its original IMEI. It can be registered normally through DIRBS, and you get a 7-day checking warranty.
